Always chill your dough or cookies will spread!
To make royal icing I use Wiltons meringue powder.  
You need the meringue powder, water, and powdered sugar.  At least 1 pound of powdered sugar.
Outline cookies first.
Then fill with icing.
I like to use gel food coloring to color my icing.
Use sprinkles right away because icing does harden.
